The carnage cyclone Gabrielle left in her wake on Napier showed how ‘isolated and abandoned' the city was from central government services, said its deputy mayor.

The Hawke's Bay had been hammered by the weather throughout the week, with suburbs submerged, and power and communications knocked out after the Redclyffe substation at Taradale was flooded and suffered extensive damage.

Napier was effectively isolated for days as State Highways connecting it with Hastings and Taupo were closed. Read more

A long-running dispute between Napier City Council and the owners of Mission Estate Winery has been settled out of court.

The dispute began when the council used the Public Works Act to take 1.5 hectares from the winery to realign a road.

The council and Marist Holdings (Greenmeadows) fought a protracted battle over the valuation of the land.

A Land Valuation Tribunal ruling four years ago went Marist Holdings' way, with the value of compensation assessed at $306,000, almost double the council's original offer in 2006.

The council took the matter to the High Court, which, in 2012 ruled that the matter should be reheard.

The court advised both parties to engage new valuers.

The council and the winery owners met in July and agreed to settle the matter out of court.

The council's legal costs since 2006 have been $135,929, exclusive of GST.

Napier City Council is in court accused of "significant credibility" issues after taking Mission Winery land and then refusing to pay for it.

The council took land belonging to the winery in 2006 under the Public Works Act to realign Puketitiri Rd. About the same time, officials obtained a valuation from valuer Mike Penrose, which valued the 1.5ha of land at $168,000.

The council offered that sum to the winery owner, Marist Holdings (Greenmeadows) Ltd, but it felt it was worth more, and obtained an independent valuation that put it at $320,000.
